Born in Highland County, Ohio to Theo and Lida Cox Shepherd, he followed his parents when they migrated to Kansas. Charley's older married brother Will and his sister Frankie (along with their respective spouses) had moved a few years earlier. Like those before him, Charley was lured by the promise of inexpensive land.
